CTRL + SHIFT + D not working in Fullscreen

Bug Description

CTRL + SHIFT + D is not working fullscreen mode. (The window opens, but I have to leave fullscreen to see it.)

Confirmed with build 20835, Ubuntu 8.10.

Still there in build 21003.
Even F12 doesn't help. Dialogs always stay under the main window.

Not reproduced on Mac OS X 10.5.8 (i386), with default prefs (Document properties dialog detached) in
- Inkscape 0.48.1 and r10444 (GTK+/X11, Xquartz 2.4.0, default quartz-wm)
- Inkscape 0.48+devel r10444 (GTK+/Quartz)
