Bug Description
As claimed in Bug #165716 by Buliabyak, that issue was fixed in CVS in 2005 (!)
But it stand still at the present moment.
System - WinXP (later I'll check it on Ubu9.04)
Inkscape version - 0.47dev
Layouts - Russian and Latin
It is really annoying thing, especially when russian (cyrillic) layout is used. User forced to jump up and down with layouts switch.
p.s. I thought this is kinda of GTK+ issues - but GIMP works just fine in both layouts.
Please confirm or clarify this problem! thanks

Could you give two or three examples what shortcuts fail with the localized (Russian) keyboard layouts? keys/default. xml' keybindings file or are these actions that bypass the verbs system (like '[,]' for rotating shapes and nodes)?
Can the shortcuts that fail be re-mapped using a local 'share/
