Check for emergency saved files on startup

Bug Description

When Inkscape starts up, it should check the user's profile folder for files that were saved during a crash and offer to recover them. Inkscape would then suggest that the user save the recovered files in a new location. If the user does that, Inkscape would delete the copy in the profile folder.

Bug #171424 is similar but IMHO not the exactly the same - I think there's a difference between emergency save and autosave files. Maybe both could be handled within the same UI?

Bug #171424 doesn't seem to specifically refer to autosave vs emergency save, and they're both about recovering files from a crash. Closing as duplicate.
