Snapping to line like objects should be resistive, not magnetic

Bug Description

Currently snapping happens when the moved object comes nearer than the specified snap distance.

For the image border, guides, paths, and basically any snap type that is not a dot, the object should snap only when you pass over the line, and then stick to it until the cursor is moved farther away than the snap distance.

One way to technically implement it would be to have two snap distances; 0 for initial snap and the user configurable one for release.

I'd like to try it: I hope someone will implement this snapping strategy.
Moving in a crowded drawing would probably be more controllable (sometimes I need to zoom in a lot or even disable snapping for a while).
