PDF 1.5 Layers compatibility

Bug Description

Please can you add PDF 1.5 compatibility to inkscape. The key feature that I'd like to get out of this is PDF layers. If this can be achieved without PDF 1.5 then that'd most likely be fine.

I would also like to see this. So far it's one of the few downsides I've found in Inkscape.

The final revision of PDF 1.7 was released in 2008. It' now 2011 and Inkscape is still using 1.4. This means I can't use Inkscape to make standards compliant files, which it really should be able to do.

This part I don't understand - why would Inkscape/cairo-created PDF 1.4 files not be compliant to the PDF standards?

Sorry, I should have said I can't use Inkscape to create modern, standards compliant files. Inkscape is compliant to a standard that was published 11 years ago. Right now, PDF 1.7 is an ISO standard whereas 1.4 isn't.
