1) Inkscape does support saving as PDF/EPS/PS already since several versions, with a major rewrite in 0.47 (new cairo-exporter):

Without additional information provided by the reporter, I'm proposing to link this RFE as duplicate to bug #171390:
- The request about export to PDF/EPS is either uninformed or incomplete (is it about additional options for PDF/EPS export?) and should have been filed separately for vector-based formats and additional raster graphics formats (please search first for existing RFEs).
- Or the reporter maybe (or actually) requests to reorganize the current dialogs ('Export Bitmap…', 'Save (a copy) as …') as e.g. discussed in the blueprint "Sort out Save as vs Export formats":
