DXF import broken for certain files

Bug Description
Please try to import the attached DXF file (Version R14) with Inkscape 0.48.2. What you should see is a technical drawing of a simple rectangle. But instead I see nothing. The status bar list "3 objects", but the page is just empty. There should be much more objects.
When I open the file in QCad, it looks more like the original, but the text is messed up. I can resave it, but Inkskape seems to behave the same. Adobe Illustrator displays it good.
Is it the file format, or the importer?

Inkscape 0.48.2, Mac OS X 10.5.8 (i386): The paths (and blocks) import as expected when setting the scale factor to 1.0 instead of scaling it automatically to A4. It only requires to change the page format to landscape after opening the DXF file, to have the layout centered on the page.
The option to use automatic scaling to fit onto an A4 (portait) page seems to fail: the imported paths are so huge that even at zoom level 1% Inkscape can't render them visible on-canvas.
