RFE : Enhance pxe_ilo to do inband inspection also

The code patch already exists for this. https://review.openstack.org/343577

After discussing this in the meeting, it seems like the best path might be instead of having a config option for this, instead utilizing the new driver composition stuff to expose two new inspection interfaces for ilo hardware: one that does OOB only, and one that does IB+OOB (you could also add the standard agent inspection interface for IB-only, if you'd like).

Can you update the bug to reflect what it'd look like in a driver composition world?

Yes Ruby, this is still desired to support inband + OOB inspection with ilo
hardware type. But it depends on "boot management for inspector spec" and
thats the reason we havent updated this. that other spec is still not
approved, though it was targeted for Queens.
