After discussing this in the meeting, it seems like the best path might be instead of having a config option for this, instead utilizing the new driver composition stuff to expose two new inspection interfaces for ilo hardware: one that does OOB only, and one that does IB+OOB (you could also add the standard agent inspection interface for IB-only, if you'd like).

Can you update the bug to reflect what it'd look like in a driver composition world?
