shard tempest tests attempt to run against older branches

Bug Description

When trying to fix stable/zed, I observed the shard tempest tests failing against stable/zed, which makes sense as zed is 1.80, and the shard tests are 1.82. The tests skipTest invocation likely needs to be checked.
