can't export to most formats

Bug Description
I have all the available GStreamer plugins installed in Ubuntu 9.04, including the Medibuntu extras. However, whenever I try to export to AAC, MP3, Flac, or MP2 I get an error dialog saying:
> An error occured while running the mixdown action: Export File
>
> An encoding plugin could not be found: no element "audio".
> Please make sure all the plugins required for the specified
> format are installed.
I don't get this error with WAV or Ogg format.
