Bug Description

some charms like postgresql (landscape-postgresql for instance) have a syslog interface that can accidentally be related to instead of the juju-info relation for container subordinate context for rsyslog-forwarder-ha.

We should check sanity on rsyslog-forwarder-ha relations that it never relates to a "syslog" relation such as:

landscape-postgresql:syslog rsyslog-forwarder-ha:syslog syslog regular

unless that charm is an aggregator like:

rsyslog:aggregator rsyslog-forwarder-ha:syslog syslog regular
