Bug Description
At this moment, when creating Juju controllers with HA, we have to execute two commands as follows:
$ juju bootstrap
$ juju enable-ha
As a wishlist, it would be nice to have --enable-ha or --ha option into bootstrap command like:
$ juju bootstrap --ha / --enable-ha
