Special case default controller name on the localhost cloud

When creating a controller with minimal arguments, e.g.

  juju bootstrap localhost

we create a controller with the name "localhost-localhost". Just "localhost" would make more sense, in my opinion.

This feels like a situation where we could do better. Although the <cloud>-<region> pattern makes sense most of the time, it feels like a poor fit here.
