Bug Description
Trying to bootstrap juju manual controller outside the controller machine resolves with an error. Inside the controller boostrap works fine.

Juju version: 2.8.1
Controller Ubuntu version: 18.04.4
Steps to reproduce:
$ cat manual_cloud.yaml
clouds:
landscape:
type: manual
$ juju add-cloud -f manual_cloud.yaml --client
$ juju bootstrap manual/
Workaround:
Bootstrap manual controller inside the controller:
$ ssh ubuntu@
$ juju bootstrap manual/127.0.0.1
