RFE: Support ed25519 ssh keys

Bug Description

Juju does not currently support ed25519 ssh keys. This can be an issue when an operator attempts to add a manual machine using an ed25519 key that they have previously generated.

We might also want to evaluate ed25519 support for the keys that Juju generates. Can we do so without breaking compatibility with ESM versions of Ubuntu?

It looks like Golang has had support for ed25519 keys since 1.13, so we can probably add support without introducing additional dependencies.
