kvm machine down with exit status 1

In test run https://solutions.qa.canonical.com/v2/testruns/cbb6f947-3e71-4042-ab77-dab271e23a1e, which is juju 2.9.42, a kvm machine is stuck with status:

In the controller logs we can see that it did come up but was deleted because:

The kvm containers on machines 6 and 7 did deploy successfully.
