Bug Description

Steps to repro:
============
1. I have created 3 vm instances under one VN.
2. The instance and interface count is 3 under Monitor->Networking->Dashboard->Network,Instance and Interface as expected if you see
3. Then created one port under the same VN with the device "compute" then choose device ID as anyone of the VM's ID.
4. The newly created port is added as eth1 inside that VM. But IP is not getting assinged.
     But still the count is showing as 3. But expected count is 4.
5. Then delete the port which is created newly.
6. if you check the Monitor->Networking->Dashboard->Network the instance count should be 3 since the vm is running and eth0 port is still UP and exists
But Actually it showing the instance count is 2 under Monitor->Networking->Dashboard->Network.

I could able to see the correct data under Monitor->Networking->Dashboard->Instances.

Again if we try to attach the newly created port with the VM it is giving the error msg as "Error: Ports should have valid Portbindingcollection" Since the VM got deleted from Monitor->Network->Dashboard->Network. But the instance info is available under Monitor->Network->Dashboard->Instances.

Was able to reproduce the issue with the build 2715 as well.
The same issue was also occurring when we try delete a port from neutron using neutron command.
Was also updated to Usha.
