Bug Description

This issue seen during upgrade from 2.21 to R3.0 and all other services got upgraded to 3.0 except vcenter-plugin only.
Yuvaraja debugged the setup and he knows the problem.

The workaround is to uninstall the vcenter-plugin and then install the newer vcenter-plugin package.
1. uninstall vcenter-plugin -- apt-get — purge remove <contrail-install-vcenter-plugin-old>
2. fab install_contrail_vcenter_plugin:<contrail-install-vcenter-plugin-new-deb>
