Bug Description
SM:R3.1.1 build 40: Provisioning stuck due to dependency failure on ceilometer
1) Install SM Mitaka R3.1.1 build 40
2) Reimage the target with ubuntu 14-04-04, succesfully completed
3) Issue provision with R3.1.1 build 40 contrail-
4) Observe that the Provision gets stuck with , database_completed state, with dependecny failure at ceilometer

Disable ceilometer from cluster.json.
Without ceilometer configured, provision gets completed successfully.
