Bug Description

SM:R3.2:build6:kilo/liberty: Provision stops with openstack_completed with Could not find resource 'Package[neutron-server]'

1) Install R3.2 build 6 SM ; reimage the target with centos; Target gets reimaged succesfully

2) Issue Provision with contrail package build 6; Observe that the Provision gets stuck with openstack_completed

/var/log/messages on target node

Dec 1 05:26:17 nodeh8 puppet-agent[26783]: Could not retrieve catalog from remote server: Error 400 on SERVER: Could not find resource 'Package[neutron-server]' for relationship from 'Package[contrail-config-openstack]' on node nodeh8.englab.juniper.net

Notes: Kilo with centos71
       Liberty with centos72

Both the above combination faces the same issue

Seen in Contrail HA Setup as well

neutron-server package need not be applied explicitly for centos. Making conditional
for ubuntu only. Introduced due to following commit:
