Introducing Kubernetes Manager node.

Contrail kubernetes manager has the ability to run on an independent
node of its own. Hence a new node type is being introduced for kubernetes
manager.

Note: This commit is to only support the backend/UVE part of the new
node type. UI will be addressed later in a seperate effort.
