Bug Description

R4.1 4.1.0.0-26

Having both SC and non-SC vms in the cluster is flooding the whole cluster with broadcast arp packets.

Send ARP requests to interface MAC

With broadcast MAC used as destination, if the interface doesnt have the IP
configured, it will get bridged and in some cases lead to a flood. Use the
interface MAC while sending ARP requests from the Agent.
