Bug Description

The patch for https://bugs.launchpad.net/juniperopenstack/+bug/1719236 added a new config option "use_aggregated_uve_db" to enable/disable serving UVE queries from the aggregated UVE DB in redis.
The default value for this option is False and the analytics-api is started with the default value in the systemless tests. Add an option to run all the UVE tests with use_aggregated_uve_db = True
