Bug Description

Fixing multiple script issues found in regression failure analysis:

Failed test cases:

test_disable_policy_with_aap, test_fat_flow_with_aap(v4/v6): method vrrp_mas_chk args are changed
DisablePolicyEcmpIpv6.test_ecmp_with_static_routes_intra_node: af mode need to set as v6 after test case test_ecmp_with_static_routes in v6 class.
DisablePolicyEcmpIpv6.test_remove_sg_disable_policy: same as above
FlowExportRate.test_default_flow_export_rate : set expected export rate to 0
FlowExportRate.test_flow_export_after_agent_restart, FlowExportRate.test_flow_export_disabling: minor fix for undefined variable

For policy cases, change all the cases where neutron is used to create/list/read policy to contrail vnc calls.

test_flow_entry_after_tcp_session: in cirros image, -p option is not working with netcat. And few more script issues are fixed
