Bug Description

SM:R3.2build16:Centos: Provision does not start with errors in Config error: Couldn't parse /etc/yum/pluginconf.d/priorities.conf

1) Reimage targets with centos7.2, reimage is succesful
2) Initiate provision , R3.2build16, Centos package ; observe that provision does not start
