Bug Description

On a Tripleo provisioned cluster, coremask is getting converted to decimal and geting added in config

The coremask specified is

 ContrailDpdkCoremask: 0x3f

What gets set is

command=/bin/taskset 63 /usr/bin/contrail-vrouter-dpdk --no-daemon --vdev "eth_bond_bond0,mode=4,xmit_policy=l34,socket_id=1,mac=90:e2:ba:5a:89:ec,slave=0000:81:00.0" --vlan_tci "141" --vlan_fwd_intf_name "bond0" --socket-mem 1024,1024

While deploying a DPDK compute on a RHOSP10 cluster, value for ContrailDpdkCoremask variable need to be mentioned as string (within quotes).

For example:

ContrailDpdkCoremask: "0x3f"
