Sandesh definition to pass fat-flow exclude list

The exclude-list is passed per VMI and we pass both prefix-len and prefix.
The definition accommodates passing IPv6 addresses as well. IPv4 exclude IPs
are passed as 64 bit numbers with lower 32 bit representing IP and higher 32
bit representing prefix length.
