Bug Description

The ose-prerequisites.yml installs atomic-openshift-docker-excluder, which, after installation,
automatically excludes docker* packages, making them unavailable for later installation.
This makes the docker installation step two steps further to fail.

Either:
- unexclude docker before docker installation and exclude it afterwards
- install atomic-openshift-docker-excluder after docker installation

Yes, I'm following the guide you linked but the error would not manifest
itself for it because the deployment_type is set to 'origin'.

The playbook will fail for e.g. the following setup:
- deployment_type: openshift-enterprise
- OS: RedHat 7
- docker not pre-installed before running the playbook
