need a mechanism to check resource status in plan

need check status of resources in a protection plan:
1. create plan needs filter out those error/deleting resources
2. during plan execution, if the resource is in error status, smaug will send warning that the resource should be remove out of plan.
3. add an async check task to scan protection plan to warn those resources in wrong status;
4. make smaug and other openstack services to communicate the resource is under protection, like adding a field in each resource to indicate that the resource is in-protect and thus limit deletion.
