Unexpected reboots

Bug Description

Sometimes kayobe will unexpectedly reboot a host during host configure. We should a flag similar to this one:

Alex Welsh suggested using a global flag "safe_to_reboot" flag so that we don't have to configure each one individually. Known effected roles:

- vgpu
- grubcmdline
- iommu (uses grubcmdline)
