Copied from a side chat:

"With respect to the inclusion of linux-cloud-tools-common (https://git.launchpad.net/~canonical-kernel/ubuntu/+source/linux-azure/+git/noble/commit/?h=azure-nvidia&id=58612a6e0654889321596f564198938395eba25c), I believe I added that back in because we needed a condition on disabling hv-kvp-daemon if the vmbus device wasn't present. That patch wasn't in the generic kernel at the time, so I proposed a patch that's since been accepted (https://lists.ubuntu.com/archives/kernel-team/2024-December/155965.html), however this kernel is lagging a bit behind generic because we haven't wanted to introduce regressions on what MSFT has been testing thus far.

So we kept it in azure-nvidia for that specific condition in the absence of the solution in the generic kernel. I can certainly revert the commit once azure-nvidia next rebases on generic.
