Can not parse the inner module

Bug Description

While executing kolla-ansible deploy I'am getting:
TASK [mariadb : Creating haproxy mysql user] ********************************************************************************************
fatal: [kolla-openstack-1]: FAILED! => {"changed": false, "msg": "Can not parse the inner module output: localhost | SUCCESS => {\n \"changed\": true, \n \"user\": \"haproxy\"\n}\n"}

I find maridb container is running:

and docker vresion is 1.13
kolla-anisble 9.0.1`
use binary to deploy

I'm using openstack_release: stein

the log has no error about this.

For Stein you need to use kolla-ansible for Stein - any 8.x.x.
9.x.x is for Train.

The easiest to get released k-a for stein is to do: pip install "kolla-ansible<9"
