Bug Description

After enabling Neutron QoS (`enable_neutron_qos: yes`), there is a missing configuration in sriov_agent.ini for QoS to work on SR-IOV ports:

extensions = qos
```

    Adds condition to handle QoS extension in sriov_agent.ini template

    When Neutron QoS is enabled, the QoS extension needs to be defined
    in the sriov_agent.ini file.
