Bug Description

We use the defaults specified in Kolla to populate our jinja2 template variables. The CLI should check for a local kolla directory and in /usr/share/kolla instead of checking if there is a local kolla-kubernetes directory.

    Check for a local kolla directory

    Instead of checking if the operator is running kolla-kubernetes
    locally, check if the kolla directory exists locally. We load all
    our jinja2 environment vars from kolla so we should be searching
    for that directory.
