Bug Description
when use 'kollakube template configmap <configmap_name>' or 'kolla-kubernetes resource-template -o yaml create configmap <configmap_name>' to show configmap`s template in yaml, it tells
[root@k8s_deploy ~]# kolla-kubernetes resource-template -o yaml create configmap nova-api
local variable 'raw_doc' referenced before assignment
