Bug Description

the centos 2.0.2 hub container contains the wrong qemu, so ceph fails. It needs to be rebuilt/repushed.

    Install qemu-kvm rather then qemu-system-x86

    qemu-kvm comes from rdo, which support ceph.

@jeffrey Zang: in kolla-kubernetes we worked around it by just removing the offending package in the startup scripts, as the one on the hub has 2 versions installed. one with ceph support and one with out, and libvirt picks the wrong one. Its kind of a hack though and we'd like to remove it.

This bug is duplicated with https://bugs.launchpad.net/kolla/+bug/1631984 and already fix in all branch ( master, newton and mitaka )

We need a new mitaka zstream, however, from My understanding the gate is not functional for mitaka and Jeffrey was looking into the gating problem there.

kolla will release 2.0.3 soon. and then push the image into docker.com
