Bug Description

Hi! I start kuryr-controller by k8s container. However, I got some errors as follows:

"Ports pool does not have available ports!", "NoMatches: No 'kuryr_kubernetes.vif_translators' driver found, looking for u'binding_failed'".

Then, the kuryr-controller will exit because of the health check failed.

I found a discussion about this: http://eavesdrop.openstack.org/irclogs/%23openstack-kuryr/%23openstack-kuryr.2018-12-08.log.html. Whether it means that the kubernetes node name must be consistent with the openstack node name, this is tosay two clusters must be deployed in the same nodes environments.

I'm not sure if what I inferred is correct. In fact, I know very little about neutron. At present, the k8s cluster I deployed is separate from the openstack cluster, they do not share any nodes, they only have internet connection.

If my guess is true, I may need to think about modifying the deployment method. Looking forward to your reply!
