Install and configure a compute node for Ubuntu in kuryr-libnetwork

Step 2 ("Clone and install kuryr-libnetwork:") is missing some git configuration:

    git config --global --add safe.directory /var/lib/kuryr/kuryr-libnetwork

This should be done after `chown -R kuryr:kuryr kuryr-libnetwork` but before `cd kuryr-libnetwork`
