mtu defaults to 0 in pre Mitaka release

Bug Description

When used with pre Mitaka [1] release of Neutron (e.g., Liberty), the path mtu defaults to zero. This causes Kuryr attempting to set the mtu to zero which results in pyroute2 throwing an exception.
