Bug Description

As per the suggestion at https://twitter.com/launchpadstatus/status/1409761055836938244 it would be good to remove the rate-limiting for the ubuntu-cve-tracker git repo for connections which are coming from inside the Canonical VPN to ensure internal CI systems etc are not unduly affected by measures taken against external users of this repo.
