Web UI reports that users will be notified of PPA access even when they won't

Bug Description

I just granted ~canonical-ca-hackers access to https://launchpad.net/~jml/+archive/ca-tools/, a private PPA (that doesn't really need to be private.)

When I did, I got this message:

"You have granted access for Canonical Consumer Applications Hackers to install software from ca-tools. Members of Canonical Consumer Applications Hackers will be notified of the access via email."

However, the last sentence isn't true. You see, when I created the PPA, I created it with suppress_subscription_notifications=True. That means, AIUI, that they won't be sent emails.

For PPAs that have suppress_subscription_notifications, I would expect that second sentence to not be there, perhaps replaced by instructions that could be then passed on to those granted access.
