Put mirrors on probation before actually disabling them

Bug Description
Today, if a mirror fails in a probe it'll be disabled and removed from the public listings. Ideally we should only disable a mirror after it fails in two probe runs. That way, a mirror which had a short hiccup when the prober was running wouldn't be disabled.
