Bug Description
I get bugmail as bug contact for a number of products (e.g. ubuntu-doc, ubuntu-website). Later, if me (or a team I'm in) is assigned to the bug, I get duplicate bugmail for it. This is confusing: Launchpad should detect that I've already had the email and not send it again.
I'll attach two emails which come from bug 124094 as an example.

lp.bugs.mail.newbug doesn't use the normal bug notification email templates or code.
This means newbug's emails lack important features like:
* Honouring the mail-on-my-actions flag
* Generating correct unsubscribe footers
* De-duplicating subscribers against structural subscriptions
* Correct timezone handling

I think this is a particular case of Bug #347342. LP should detect it is sending the same email twice to the same address.
