Attachments missing on some messages on mailing lists

Bug Description

A lot of the time, but not always, attachments are dropped from messages on our mailing list. For instance, my message https://lists.launchpad.net/oca-board/msg00186.html misses the two attachments, while my other message https://lists.launchpad.net/oca-board/msg00154.html does contain the attachment. (note that this is a private mailing list).
