Idea to help with translations timeout problem

Bug Description
The problem:
It is a known issue that Launchpad often presents translators with timeout errors. I often have to upload or download a translation template. However, I cannot reach the upload/download links without loading translations first. This creates unnecessary server load, and I have to hit "Refresh" in my browser multiple times until the translations I don't want to display anyway are loaded. Only then can I reach the upload or download link.
Also, when requesting a download, I don't know if the timeout was caused by the librarian or by trying to load 10 translations, so I have to request the download again. This creates extra server load for the librarian as well.
Suggestion:
Add Upload/Download links to the template overview, so translators can upload/download translations without needing to load 10 translations into their browser first. Also, when the librarian has created a download file, create an extra landing page instead of immediately loading 10 translations into the browser again. This will again reduce server load, and the user will also know if the timeout was caused by the librarian.
