RTM langpacks don't have updated indicator-messages translations

Bug Description

Notification center still appears untranslated with 14.10+rtm14.09+20141002. However, in Launchpad, the strings are translated.

As I wrote by mail, the exported update langpacks from Launchpad at https://translations.launchpad.net/ubuntu-rtm/14.09/+language-packs do not contain indicator-messages for Spanish ("es") at all.

This also seems to affect other languages. E. g. I changed the German translation for that string a while ago:

But that update also hasn't made it into the delta langpacks.

This is a long-standing bug with message sharing and delta langpacks. As discussed by email last week, it can be worked around by forcing a full export.
