Bug Description
When a user replies to an inline comment with another inline comment, the resulting email contains only the new comment, not the original. Without that context (which is shown in the web page), the meaning of the reply can be obscure. Replies to inline comments could include the original comment, shown as a quotation per standard email conventions.
