Bug Description
We think the Librarian's Swift and Keystone connections are not timing out in a reasonable amount of time after a network or Swift glitch.
Unresponsive connections should time out in seconds, but it seems to be using the TCP/IP defaults at at least 15 minutes.
Confirm and fix this in somehow, possibly using the global TCP timeout setting or a TCP proxy.
