errors in second step of registering a project reload the UI in the wrong state

When creating a new project, the second step is to ensure you're not creating a duplicate project. To reproduce:

1) Click the "no, this is a new project" button.
2) Fill in the new form that appears, but make a mistake (such as failing to fill in a required form)
3) click "Complete registration"

The page reloads with a message saying "There is {N} error", but instead of showing the form, it shows the form from step 1 again.
